आरक्षित वर्ग के छात्रों को मिलेगी छूट!

चंडीगढ़ : पंजाब एवं हरियाणा हाईकोर्ट ने शनिवार व रविवार को होने वाली हरियाणा अध्यापक पात्रता परीक्षा में आरक्षित वर्ग के छात्रों को पास अंक में छूट देने के लिए प्रदेश सरकार को सहानुभूतिपूर्वक विचार करने को कहा है। शुक्रवार को छात्रों की ओर से दायर याचिका पर सुनवाई के दौरान हाईकोर्ट ने यह आदेश दिया। याचिका में हाईकोर्ट से शिक्षा बोर्ड द्वारा आयोजित परीक्षा में आरक्षित श्रेणी के छात्रों को पास अंक में छूट न देने के सरकार के फैसले को बदलने की मांग की गई है। याचिकाकर्ता के वकील महेंद्र सिंह चहल ने अदालत को बताया कि इससे पहले भी 2008-09 में पात्रता परीक्षा का आयोजन किया गया था। उसमें आरक्षित श्रेणी के छात्रों को 45 प्रतिशत अंक व सामान्य वर्ग के छात्रों को 50 प्रतिशत अंक लेने के बाद योग्य घोषित किया गया था। कोर्ट को बताया गया कि इस परीक्षा में पास होने के लिए 60 प्रतिशत अंक लेना अनिवार्य किया गया है लेकिन आरक्षित वर्ग के लिए किसी भी तरह की कोई छूट नहीं दी गई है। चहल ने कोर्ट को अनुच्छेद 335 व 46 का हवाला देते हुए कहा कि इसके तहत सरकार को कहा गया है कि कमजोर व पिछड़े वर्ग के लिए विशेष रियायत दे।
याचिकाकर्ताओं की ओर से कहा गया कि राज्य सरकार नियम का खुलेआम उल्लंघन कर रही है। याचिकाकर्ता के वकील की दलील सुनने के बाद कोर्ट ने कहा कि यह सरकार का नीतिगत मामला है। कोर्ट ने याचिकाकर्ता को आदेश दिया कि पहले वह इस विषय पर सरकार को प्रस्तुति दे। साथ ही सरकार को कहा कि वह याचिकाकर्ता की प्रस्तुति पर सहानुभूतिपूर्वक विचार कर फैसला ले।http://in.jagran.yahoo.com/epaper/index.php?location=8&edition=2011-11-05#id=111725388471102048_8_2011-11-05

मेडिकल की साझा प्रवेश परीक्षा 13 मई को

नई दिल्ली : राज्यों और निजी मेडिकल कॉलेजों के विरोध को दरकिनार करते हुए मेडिकल काउंसिल ऑफ इंडिया (एमसीआइ) ने अगले साल से मेडिकल की साझा प्रवेश परीक्षा की सारी तैयारी कर ली है। शुक्रवार को एमसीआइ ने इस परीक्षा का पाठ्यक्रम सार्वजनिक कर दिया। पहली बार होने वाली इस परीक्षा के लिए 13 मई की तारीख का एलान भी कर दिया है। एमसीआइ सचिव संगीता शर्मा ने दैनिक जागरण से बातचीत में कहा कि अगले हफ्ते तक इसके लिए अधिसूचना भी जारी हो जाने की संभावना है। इसका मसौदा स्वास्थ्य मंत्रालय को भेज दिया गया है। स्वास्थ्य मंत्री गुलाम नबी आजाद के विदेश से लौटने के तुरंत बाद इस पर उनकी रजामंदी मिलते ही यह अधिसूचना जारी हो सकती है। शर्मा ने कहा कि साझा प्रवेश परीक्षा के पाठ्यक्रम पर मिले विभिन्न सुझावों को शामिल करते हुए नया पाठ्यक्रम तैयार कर इसे एमसीआइ की वेबसाइट पर डाल दिया गया है।

टेट प्रमाण-पत्र अटकने से हो रही है थर्ड ग्रेड भर्ती परीक्षा में देरी

जयपुर.शिक्षक पात्रता के लिए हाल हुई टेट के प्रमाण-पत्र अटकने से अब थर्ड ग्रेड भर्ती परीक्षा में भी देरी हो रही है। कोर्ट के आरक्षित वर्ग के अभ्यर्थी के संबंध में दिए गए दिशा-निर्देशों के बाद राजस्थान माध्यमिक शिक्षा बोर्ड ने फिलहाल इन प्रमाण-पत्रों को रिलीज करने पर रोक लगा रखी है। थर्ड ग्रेड भर्ती परीक्षा का आयोजन पंचायतीराज विभाग जिला स्तर पर करेगा। फिलहाल परेशानी इस बात को लेकर आ रही है कि बिना प्रमाण पत्र हासिल किए छात्रों को किस आधार पर इस परीक्षा में बैठने की छूट दी जाए। हालांकि इस बात की पूरी संभावना है कि कानूनी प्रक्रियाओं को पूरी करते हुए जल्द ही छात्रों को प्रमाण-पत्र जारी किए जाएंगे।

अब 9वीं से 12वीं तक पूरक उत्तीर्ण होने पर मिलेगी श्रेणी

बीकानेर.माध्यमिक शिक्षा बोर्ड की 9वीं से 12वीं कक्षा तक पूरक परीक्षा उत्तीर्ण करने पर विद्यार्थी को श्रेणी मिलेगी। माध्यमिक शिक्षा बोर्ड, अजमेर ने 9वीं से 12वीं कक्षा तक पूरक परीक्षा में पास होने वाले विद्यार्थियों को एक नई अंक तालिका देकर प्राप्तांकों की गणना से श्रेणी निर्धारण करने का निर्णय लिया है।
बोर्ड सचिव का पत्र मिलने के बाद माध्यमिक शिक्षा निदेशालय ने इस संबंध में कार्रवाई शुरू कर दी है। बोर्ड ने वर्ष 2012 की परीक्षाओं में पूरक पास करने पर सभी विषयों की दूसरी समेकित अंक तालिका देने का निर्णय लिया है। पहले पूरक पास होने पर केवल पूरक वाले विषय में पास की ही अंक तालिका दी जाती थी।
इससे विद्यार्थियों के पास एक मूल पूरक अंकित और एक पूरक उत्तीर्ण दो अंक तालिकाएं हो जाती थीं।

ऐसे पूरी होगी शिक्षकों की कमी

जम्मू सरकारी स्कूलों में अध्यापकों की कमी को पूरा करने के लिए शिक्षा विभाग योजना बना रहा है। इसके लिए विभाग द्वारा नई प्रणाली को लागू करने के लिए निर्देश जारी करने जा रहा है। जिसके तहत जिले के प्राइमरी, मिडिल, हाई स्कूल व हायर सेकेंडरी स्कूलों में बच्चों व अध्यापकों की की सूची तैयार करवाई जाएगी। उसके बाद जिन स्कूलों में जरूरत से ज्यादा टीचर हैं उनकी एक सूची तैयार की जाएगी। इन टीचरों को उन स्कूलों में भेजा जाएगा जहां टीचरों की कमी है।

शिक्षा विभाग के अधिकारियों के अनुसार जिले में टीचरों की नियुक्ति स्कूलों में बच्चों की संख्या के हिसाब से होगी। यानि कि बच्चों का रेशो फिक्स की जाएगी। जैसे कि 30 बच्चों के लिए एक टीचर की नियुक्ति करने पर विचार किया जा रहा है। इसके तहत पूरे स्कूल में बच्चों की तादाद के आधार पर यह रेशो निकाली जाएगी। यानी जितने बच्चे होंगे उतने ही टीचर लगाए जाएंगे।क्यों जरूरत पड़ी : जम्मू जिला में 65 के करीब हायर सेकेंडरी स्कूल, 115 हाई स्कूल, 350 के करीब मिडिल स्कूल व लगभग 1050 प्राइमरी स्कूल हैं। इनमें हालत यह है कि किसी स्कूल में जरूरत के हिसाब से टीचर ही उपलब्ध नहीं हैं। जबकि कई स्कूलों में बच्चे कम हैं लेकिन टीचर ज्यादा हैं। इससे स्कूलों में शिक्षा के स्तर पर बुरा प्रभाव पड़ रहा है। सरकारी स्कूलों के परीक्षा परिणाम साल दर साल कम होते जा रहे हैं।ग्रामीण क्षेत्रों में नहीं जाते टीचर : स्कूलों में टीचरों की कमी होने के कई कारण हैं इसका एक बड़ा कारण यह भी है कि ग्रामीण क्षेत्रों में जाने के लिए ज्यादातर टीचर तैयार नहीं होते। जो जाते हैं वे कोई जुगाड़ करके अर्बन क्षेत्रों के स्कूलों में अपनी ट्रांसफर करवा लेते हैं। जिससे ग्रामीण क्षेत्रों के स्कूलों में अध्यापकों की कमी हो जाती है। दूसरी ओर शहरी इलाकों में टीचर बढ़ते जा रहे हैं।

मोहाली। पंजाब स्कूल शिक्षा बोर्ड ने कई साल से कांट्रेक्ट पर काम कर रहे मुलाजिमों को रविवार शाम को दिवाली गिफ्ट दे ही दिया। पीएसईबी में हुई बोर्ड ऑफ डायरेक्टर्स की मीटिंग में विभिन्न श्रेणियों में काम कर रहे सौ से अधिक मुलाजिमों को रैगुलर करने को मंजूरी दी गई है। मीटिंग के इस फैसले पर बोर्ड की मुलाजिम एसोसिएशन ने खुशी जताई है।जानकारी के मुताबिक पीएसईबी में रविवार दोपहर बोर्ड ऑफ डायरेक्टर्स की मीटिंग हुई। इसमें बोर्ड के लगभग सभी मेंबर या उनके प्रतिनिधि मौजूद रहे। मीटिंग की प्रधानगी बोर्ड के चेयरमैन डा. दलबीर सिंह ढिल्लों ने की। करीब तीन घंटे चली मीटिंग में कई मुद्दों पर चर्चा हुई, लेकिन सबसे अहम फैसला था कांट्रेक्ट पर काम करे मुलाजिमों को रैगुलर करने का। इसके बाद 126 मुलाजिमों को रैगुलर करने का फैसला लिया गया। इनमें 46 डाटा आपरेटर, तीन कॉपी होल्डर, 20 पैकर और 57 आदर्श स्कूलों के टीचर शामिल हैं।यह पहला मौका था जब बोर्ड ऑफ डायरेक्टर्स की मीटिंग रविवार के दिन बुलाई गई थी। सूत्रों से मिली जानकारी के मुताबिक इसके पीछे बोर्ड मैनेजमेंट की सोच अपने सारे प्रस्ताव पास करवाना था। क्योंकि छुट्टी वाले दिन अधिकतर सरकारी मेंबर मीटिंग में नहीं आ पाते और वे अपने प्रतिनिधि को ही मीटिंग में भेजते हैं।बोर्ड ऑफ डायरेक्टर्स की मीटिंग में दो साल से खाली पड़े बोर्ड सचिव पद को भर दिया गया। बलविंदर सिंह को बोर्ड का नया सचिव नियुक्त किया गया है।वे फिलहाल बटाला कालेज में प्रिंसिपल के पद पर है। सूत्रों के मुताबिक इस पद को भरने के लिए बोर्ड ने अपने सीनियर अधिकारियों के नाम भी रखे थे, लेकिन बोर्ड ऑफ डायरेक्टर्स के मेंबर की दलील थी कि जिन लोगों ने इस पद के लिए आवेदन किया है, उनमें से ही किसी को चुना जाए। इसके बाद बलविंदर सिंह के नाम पर मुहर लगाई गई।http://epaper.amarujala.com/svww_zoomart.php?Artname=20111031a_003121012&ileft=-5&itop=82&zoomRatio=276&AN=20111031a_003121012

नहीं दी निजी स्कूलों ने जानकारी

चंडीगढ़। हरियाणा में आरटीई के तहत प्राइवेट स्कूलों ने सरकार को जानकारी मुहैया नहीं कराई है। यह जानकारी देने के लिए शिक्षा विभाग ने एक महीने का समय बढ़ाया है।आरटीई रूल्स अधिसूचित होने के बाद शिक्षा विभाग ने भी सभी मान्यता प्राप्त प्राइवेट स्कूलों को निर्देश दिया था कि वे संबंधित फार्मों पर अपनी जानकारी आनलाइन मुहैया कराएं। स्कूल संचालकों को चार फार्म भरने थे। एक-एक महीने का दो बार समय समाप्त हो गया, लेकिन स्कूल संचालकों ने फार्म नहीं भरे।फेडरेशन ऑफ प्राइवेट स्कूल के अध्यक्ष कुलभूषण शर्मा ने बताया कि इन चार फार्मों को भरने में संचालकों को यह दिक्कत है कि आरटीई लागू होने से पहले एक कमरे में 40 बच्चे बैठाने का प्रावधान था। आरटीई लागू करने के बाद एक कमरे में 30 बच्चों के बिठाने का प्रावधान किया गया। इससे ज्यादा कमरे बनाने पड़ेंगे, इसके लिए स्कूल में जो खाली जगह है, वह कम हो जाएगी। फार्म भरने के बाद सारे स्कूल संचालक एक प्रकार से फंस जाएंगे। इन प्रावधानों में अब तबदील करने की जरूरत है। आरटीई रूल्स जब से अधिसूचित हुए हैं, उसके बाद स्थापित होने वाले स्कूलों पर वे लागू होने चाहिए।

इन मांगों को लेकर वे स्कूल शिक्षा विभाग की प्रधान सचिव सुरीना राजन से मिले थे। बाद में शिक्षा मंत्री गीता भुक्कल से भी मिलकर इसमें सुधार करने का आग्रह किया था।उधर, शिक्षा विभाग की प्रधान सचिव सुरीना राजन ने बताया कि जो चार फार्म भरने हैं, उनमें से तीन फार्म भरने के लिए एक महीने का समय बढ़ा दिया है। अब ये फार्म 30 नवंबर तक भरे जा सकेंगे। जो एक फार्म बचा है, वह डाउनलोड नहीं हो रहा था, इसलिए उसे बाद में भरा जाएगा। उन्होंने बताया कि प्राइवेट स्कूलों को यह जानकारी मुहैया कराना जरूरी है।http://epaper.amarujala.com/svww_index.php
